*WIN Detectives Arrest Two Seize over $50K Cash and Five Pounds of Heroin

Detectives from the Westside Interagency Narcotics (WIN) team have arrested two people and seized over four pounds of heroin along with more than $58,000 in cash.

On Friday, May 06, 2011, detectives from the WIN team conducted a traffic stop, with the help of the Portland Police Bureau, at SE 111th Avenue and SE Powell Boulevard. The traffic stop was the result of an investigation that led the team to believe that there may be heroin in the car.
Investigators searched the car and found several bindles of heroin and cash. The suspect, 22-year-old Leonel Barajas-Romero, was arrested and booked into the Multnomah County Jail. The investigation led back to Mr. Barajas-Romero’s apartment, located in the 2800 block of Fisher Road NE in Salem, where the Hillsboro Police Street Crimes Unit assisted the WIN team along with a Washington County drug-sniffing K9 that was used to search the apartment. They located a substantial amount of heroin and cash hidden in several locations throughout the house.
Overall, investigators seized four-and-a-half pounds of heroin with a street value of $180,000 and more than $58,000 in cash. Another man, 35-year-old Silvestre Rangel-Conchas, was arrested at the apartment after he fled from the apartment. He was quickly apprehended and later booked into the Marion County Jail. Both men were charged with drug offenses and had INS holds placed on them.
