He stood on the railroad tracks, probably drunk and delayed Legal Americans from their travel schedules. This is the third “immigrant” in a couple of weeks to be killed by not following traffic laws. I looked up Gervais Oregon, and it has completely been taken over by immigration-legal and illegal. Gervais is about 65 percent Mexican, with 130 short , swarthy horny mexican males for every female. The Russian Old Believers have taken over the rest of the area. On 12-9-09, at 3:30 pm the Marion County Sheriff’s Office responded to the report of an Amtrak train hitting a pedestrian 1/2 mile North of Gervais. When deputies arrived they found a 33 year old Hispanic male who was deceased and identified as Antonio Montelongo believed to be from the Gervis area. The train operator indicated he observed Montelongo on or near the tracks and sounded the horn several times. He attempted to stop the train but was unable to do so and Montelongo was struck and killed. Deputy Dave Wagner and Chaplain Todd Pynch of Crisis Chaplaincy attempted to locate next of kin for Montelongo but have not been able to do so. If anyone has information regarding Montelongo or family members please contact the Marion County Sheriff’s Office at 503 588-5032.

NUEVO AMANECER APARTMENTS, Woodburn, OregonNuevo Amanecer, “New Dawn”, is a 90-unit, multi-phase housing development intended for non-migrant farm workers engaged in nursery work, field work, and Christmas tree harvesting in the heart of the Willamette Valley, Oregon’s primary agricultural region. Housing for these essential workers is in very short supply. The Nuevo Amanecer housing was developed by the Farmworker Housing Development Corporation, a private non-profit corporation formed by concerned citizens. FHDC and the architects organized design workshops with farmworkers, service providers, and local business people to help shape the physical and cultural aspects of the development. The first phase was completed in March 1994 and included 50 apartments, a laundry, and a meeting room.The design of Nuevo Amanecer is based on the creation of neighborhoods within the development that consist of 20-30 units around each plaza or park area. The generous site made it possible to create distinct exterior spaces for the community to use and to give each of the neighborhoods a special character. Lisa Joyce, 503-986-0951Funds available for farmworker housingSalem – Oregon Housing and Community Services (OHCS) today announced a funding opportunity for farmworker housing. The agency’s Farmworker Housing Tax Credit program for 2010 will make available $3,625,000 in 2010 tax credits ($7.25 million in eligible costs) to construct, acquire and/or rehabilitate housing for low- or very-low-income farmworkers.

“Tax-credit supported housing projects benefit families, children, and the communities in which they live,” said OHCS Director Victor Merced. “Children do better in school because of the housing. Families become more stable. And, farmers and growers have a steady and permanent labor force.”

In December 2000, a Legislative report concluded that Oregon lacked an adequate supply of safe and healthful housing for farmworkers. The Farmworker Housing Tax Credit provides a state income tax credit to investors who incur costs to construct, install, acquire or rehabilitate farmworker housing. The credit can apply to up to 50 percent of eligible costs paid or incurred.

Since 2002, the tax credit has supported the development of 60 projects with 975 units of safe and healthy housing all over Oregon.

Housing developers can take the credits over a five-year period. Developers can also sell the tax credits and thereby provide an infusion of capital and leverage other private and public funds. New rules for 2010 will make it easier for projects seeking other state or federal funds to use the credits.

Farmworker housing is housing that is occupied only by farmworkers and their immediate families. The housing may be year-round or seasonal, in-town or on-farm. The housing must be located in Oregon and remain designated for farmworker use for a minimum of 10 years.

Since 2002, community housing development corporations and local housing authorities used 88 percent of the tax credit dollars to develop multi-family housing for farmworkers. The remaining credits supported housing developed, acquired, installed, or rehabilitated by growers, mostly for “on-farm” housing.

Sheriff’s Deputies respond to traffic crash at Meridian and Marquam Road

On 12-7-09, at 12:30 pm, the Marion County Sheriff’s Office responded to a vehicle crash at the intersection of Meridian Road and Marquam Road NE just East of Mt. Angel. When deputies arrived they found a semi-truck (PNF Trucking Company) and a 2001 Ford Ranger had crashed into a vacant house owned by the Trinity Lutheran Church.

The driver of the Ford Ranger, 51 year old Marc Moberly of Silverton was taken by medical helicopter to Oregon Health Sciences University with critical injuries. Later that evening the Sheriff’s office was notified by OHSU staff that Mr. Moberly had passed away at the hospital as a result of his injuries. Chaplain Todd Pynch of Crisis Chaplaincy helped make notification to Mr. Moberly’s family.

The driver of the semi-truck, 25 year old Roman Fabyanchuk of Washington was not injured.

According to witnesses Mr. Moberly was traveling South on Meridian Road and Mr. Fabyanchuk was traveling East on Marquam Road. The Marion County Sheriff’s Office crash reconstruction team will continue to investigate the cause of the crash but based on the preliminary investigation it appears Mr. Fabyanchuk failed to stop at the stop sign on Marquam Road and crashed into Mr. Moberly’s vehicle. No citations have been issued at this time.

On December 6th 2009, at about 2:00 a.m., Portland Police Officers from North Precinct responded to a call of shots fired in the area of the 3000 block of Northeast 10th Avenue. A short time later, officers stopped a vehicle driven by a white male in his 40’s. The driver of this vehicle told officers he was shot in the neck about about a half hour prior due to a “drug deal gone bad.” The driver was transported to a local area hospital with non-life threatening injuries. A small amount of marijuana was located in the shooting victim’s vehicle. Investigators are still looking for the suspects in this shooting which the victim describes to be four male black subjects. This shooting does not appear to be gang related at this time.

I do not anticipate further information to be available about this incident today.

DOB: 1-14-1964, was arrested for Distribution of a Controlled Substance-Methamphetamine, Possession of a Controlled Substance- Methamphetamine, and Failure to Register as a Sex Offender. RODRIGUEZ was lodged at the Clackamas County Jail.

BEATRIZ ANDRADE-LOMVERA DOB: 8-18-1967, who was also present at 175 SE 3rd Ave, was charged with Possession of a Forged Instrument, after she was found to be in possession of a forged Permanent Resident Alien card. The case is currently being reviewed by the Clackamas County District Attorney’s Office.
