Last Friday, with no fanfare, no press coverage, and with every effort made to hide his actions from the American people, President Obama enacted the DREAM Act by executive order.


Opposed by a majority of the American people and twice defeated in Congress, the DREAM Act grants amnesty to any illegal alien residing in the United States if s/he agrees to enlist in the U.S.

The Obama administration memo from the John Morton, Director of I.C.E. (Immigration and Customs Enforcement) directs I.C.E. agents now to use “prosecutorial discretion” with regard to enforcing immigration laws.


Director Morton says that Obama Administration policy directs border patrol agents not to enforce immigration laws: “When ICE favorably exercises prosecutorial discretion, it essentially decides not to assert the full scope of the enforcement authority available to the agency.”


You read that right. According to the Obama administration “favorable” enforcement means NOT enforcing the law!


According to one of the first press reports to break this important story, the new Obama policy is cut and dry: “federal immigration officials do not have to deport illegal aliens if they are enrolled in any type of education program, if their family members have volunteered for U.S. military service, or even if they are pregnant or nursing.”


Arizona and the voter ID law


Just recently Obama’s Department of Justice (DOJ) blocked Arizona from enforcing its voter ID law. Arizona is one if not the biggest portal of illegal immigration in the nation with half a million illegal aliens coming through the sate annually. Arizona’s Attorney General Tom Horne recently stated that he believed that blocking of the law facilitated massive voter fraud by illegal aliens.


“Attorney General Tom Horne accused the Obama administration Tuesday of trying to thwart Arizona’s voter-ID laws in a bid to get more illegal immigrants to the polls — presumably to cast ballots for the president and Democrats.


Horne acknowledged that a brief filed by the Department of Justice in a case to be heard next month by the 9th U.S. Circuit Court of Appeals centers around the agency’s argument that Arizona’s law requiring proof of citizenship to register is pre-empted by federal law. But Horne, a Republican, told Capitol Media Services he sees something more sinister.” More…

Attorney’s office in New York has charged 17 suspects with a tax and identity fraud scheme that allegedly netted more than $7 million in fraudulent tax returns.

Federal officials said they were searching for two more suspects allegedly involved with the scheme that involved a tax preparer, pilfered social security numbers and electronic filing of tax returns.

In a complaint unsealed in Manhattan Tuesday, James Comey, US Attorney for the Southern District of New York, said the case involved a tax preparer who was arrested on fraud charges and who later agreed to cooperate in the investigation. Most of the social security numbers used in the ring came from people who had died, the charges said.

As a result of the probe, federal authorities said they uncovered a scheme going back to 1997 and through January 2003, which involved thousands of false and fraudulent Individual Income Tax Returns, including Forms 1040, and Forms 1040A.

The defendants, the charges said, were filing returns for people who were not entitled to the refunds, or filing returns for people whose identities the defendants stole or used without authorization in a plan to keep tax refunds for themselves.

Many of the fraudulent filers or people listed as dependents on the filers’ returns were either dead or were not related to the suspect filers, the charges said.

The US Attorney’s office said in some cases, and especially during 2001, the defendants used the IRS’s “Electronic Filing” or “ELF” system to file false income tax returns.

In these cases, the complaint said, the fraudulent tax returns were sent to the IRS electronically and then lined up for “refund anticipation loans” purportedly on behalf of the so-called taxpayers that were put forth in the scheme.

The investigation is continuing, but for now, the case said over the course of about six years, the ring allegedly skimmed at least $7 million in fraudulent refunds.

Several states have passed legislation requiring employers to use E-Verify. E-Verify is an employment verification tool managed by the Department of Homeland Security that uses information from the Social Security Administration and United States Citizenship and Immigration Services to determine an applicant’s eligibility to work.

The law also gives Alabama some the strongest illegal-immigration enforcement tools in the country.Sen. Scott Beason, the Senate sponsor of HB 56, said, “This is a jobs bill. We have a problem with an illegal workforce that displaces Alabama workers. We need to put those people back to work. That’s the No.1 priority.” Rep. Micky Hammon, the measure’s original sponsor, said the bill was carefully drafted to be sound constitutionally.The law requires all businesses, public and private, to begin using E-Verify effective April 1, 2012. Businesses that do not comply face suspension of its business license and loss of employee expensing for state income tax purposes. All state and local businesses must be in compliance by Jan. 1, 2012 or face loss of business license and contract.The law calls for assisting small business compliance with the E-Verify requirement by establishing an E-Verify designated agent that can check new hires on the behalf of businesses that employ fewer than 25 employees.Other provisions within the law will:

  • Create an affirmative defense against business penalties if E-Verify is used;

  • Prohibit lawsuits against businesses that fire an employee due to an E-Verify final non-confirmation determination;

  • Require state and local governments to use the SAVE system to verify public-benefits eligibility for those attesting to be non-citizens;

  • Create a misdemeanor for failure to carry an alien registration document;

  • Require police, after a lawful stop and when practicable, to check a person’s immigration status if the officer has a reasonable suspicion that the person is illegally present. 4th Amendment protections are included and the status-check requirement is stayed for persons who are crime victims or witnesses;

  • Create misdemeanors for seeking day-laborer work when illegal present and hiring illegally-present day laborers;

  • Create misdemeanors for aiding and abetting illegal aliens;

  • Ban illegal aliens from state universities and colleges; and

  • Prohibit illegal-alien sanctuary policies;

  • Require the Attorney General to apply for a 287(g) MOU for state police;

  • Create a crime for producing fake IDs; and

  • Require elementary and secondary schools to request a birth certificate for all enrolling students and to determine whether such children were born outside of the U.S. or are children of illegal aliens requiring English-as-a-Second-language classes. Also requires the collection of statistics and a determination of the costs related to illegal-alien students.

The children born in the United States to illegal alien mothers are often referred to as “anchor babies.” Under current practice, these children are U.S. citizens at birth, simply because they were born on U.S. soil. They are called anchor babies because, as U.S. citizens, they become eligible to sponsor for legal immigration most of their relatives, including their illegal alien mothers, when they turn 21 years of age, thus becoming the U.S. “anchor” for an extended immigrant family.

While there is no formal policy that forbids DHS from deporting the illegal alien parents of children born in the U.S., they rarely are actually deported. In some cases, immigration judges make exceptions for the parents on the basis of their U.S.-born children and grant the parents legal status. In many cases, though, immigration officials choose not to initiate removal proceedings against illegal aliens with U.S.-born children, so they simply remain here illegally.

Thus, the U.S.-born children of illegal aliens not only represent additional U.S. population growth, but act as ‘anchors’ to eventually pull a large number of extended family members into the country legally. In fact, an entire industry has built up around the U.S. system of birthright citizenship. Thousands of pregnant women who are about to deliver come to the United States each year from countries as far away as South Korea and as near as Mexico so that they can give birth on U.S. soil. Some come legally as temporary visitors; others enter illegally. Once the child is born, they get a U.S. birth certificate and passport for the child, and their future link to this country is established and irreversible

Two enterprising Reuters reporters tracked down a few of the recently-fired illegal Chipotle restaurant workers who admitted that they committed identity theft and/or fraud to land a job at the fast-food chain. Since illegal employment and identity theft have been linked before, these confessions aren’t surprising. What the fired workers told reporters next, however, is more newsworthy: Chipotle knew they were hiring illegal workers. Here’s the money quote:

 

“Not only did some [illegal workers] get jobs with fake Social Security numbers and few questions about their immigration status, in some cases they actually told managers point-blank their papers were no good. And they often stayed on for years.”

Chipotle denies the accusation, of course, but when Reuters asked Chipotle officials why they weren’t mandating the use of E-Verify in all their restaurants, “[t]he company did not respond to the question.” Hmmm….

A less complete story would have left the reader to wonder what possible reasons Chipotle could have offered for dodging the question. But Reuters apparently posed the same question to the illegal workers and they did have something to say: “One answer the fired workers and union leaders offer is that hiring illegal immigrants was good for business because it lowered labor costs.”

One dismissed worker told Reuters, “They know we’re hard workers and that we are going to do the job the way they want, so they will keep it quiet.” Another said: “They don’t have a modern system to verify documents.” The reporters pointed out that “Chipotle could have found anomalies had it used E-Verify,” while also noting that Chipotle is a stock market darling precisely because it managed to keep its labor costs down.

Is everyone connecting the dots? Chipotle hires thousands of illegal workers…Chipotle gains a reputation for keeping its labor costs down…Chipotle’s stock rises…Chipotle gets caught hiring illegal workers…Chipotle says they do everything they can to hire legal workers…Chipotle declines to use E-Verify in all of its outlets…Chipotle declines to answer questions about E-Verify…

In my previous blog, I quoted Nobel Prize winning economist and New York Times columnist Paul Krugman who explained how immigration drives wages down (“That’s just supply and demand”). A reader responded, “[It] took a Nobel winning economist to figure this one out?” Well, perhaps some in the press are also connecting the dots, doing their math, and getting to the heart of the story through their tough questions. That appears to have been the case in the Reuters story.

West Linn-In the course of the investigation of the home invasion robbery/kidnapping of Gert Boyle, Chairman of the Board of Columbia Sportswear, the West Linn Police arrested Ramon Alberto MIDENCE (41 of Beaverton) on Sunday November 14, 2010. He was lodged at the Clackamas County Jail on Burglary1, Robbery 2, Coercion, and Assault 4 charges, he is being held in lieu of $500,000 bail.

On Monday November 15, 2010 Jose Luis AREVALO (47 of Aloha) was arrested on Kidnapping 1 and Conspiracy to Commit Kidnap charges, he is also being held at the Clackamas County Jail in lieu of $500,000 bail.

Investigators from the WLPD as well as the Clackamas Major Crimes Team are working tirelessly processing the evidence collected in this case. There is no further information available at this time, as this is an ongoing investigation.

West Linn- On Wed. November 10, 2010 at 5:50 P.M. the West Linn Police Department responded to a residential alarm call. Responding officers found the alarm was triggered by Gert Boyle, who was the victim of a home invasion robbery. Officers from West Linn, Lake Oswego, Oregon City and the Clackamas County Sheriff’s Office assisted in the initial search, however the suspect was not found.

At 11:20 P.M. West Linn Officer Allister Bunch saw a man matching the suspect description at a local McDonald’s. He stopped to investigate, and the man was subsequently arrested by officers. His name is Caballero,Nestor Gabriel (112970) of Beaverton, OR.

Mr. Caballero was lodged at the Clackamas County Jail on Burglary, Robbery and Kidnap charges.

ARIZONA STATE SENATE FACT SHEET FOR S.B. 1070: Illegal Aliens are guilty of criminal trespass

ARIZONA STATE SENATE

Forty-ninth Legislature, Second Regular Session

 

FACT SHEET FOR S.B. 1070

 

immigration; law enforcement; safe neighborhoods

 

Purpose

 

            Requires officials and agencies of the state and political subdivisions to fully comply with and assist in the enforcement of federal immigration laws and gives county attorneys subpoena power in certain investigations of employers.  Establishes crimes involving trespassing by illegal aliens, stopping to hire or soliciting work under specified circumstances, and transporting, harboring or concealing unlawful aliens, and their respective penalties.

                                                                                                                                                                                          

Background

 

Federal law provides that any alien who 1) enters or attempts to enter the U.S. at any time or place other than as designated by immigration officers, 2) eludes examination by immigration officers, or 3) attempts to enter or obtains entry to the U.S. by a willfully false or misleading representation is guilty of improper entry by an alien.  For the first commission of the offense, the person is fined, imprisoned up to six months, or both, and for a subsequent offense, is fined, imprisoned up to 2 years, or both (8 U.S.C. § 1325).

 

The U.S. Immigration and Customs Enforcement (ICE) is the primary authority for enforcing immigration laws.  ICE was created in March 2003 as an investigative branch of the Department of Homeland Security.  ICE was the result of combining the Immigration and Naturalization Service and the U.S. Customs Service.

 

Current statute defines criminal trespass in the first degree as a person knowingly entering or remaining unlawfully in areas related to residential structures, residential yards, real property subject to a valid mineral claim or lease under certain circumstances, property if the person defaces religious symbols or religious property, or critical public service facilities.  Depending on the circumstances, criminal trespass in the first degree provides penalties ranging from a class 1 misdemeanor to a class 6 felony (A.R.S. § 13-1504).

 

In 2007, Arizona enacted the Legal Arizona Workers Act (LAWA), prohibiting an employer from knowingly or intentionally employing an unauthorized alien and establishing penalties for employers in violation.  The U.S. Citizenship and Immigration Services office administers the Systematic Alien Verification for Entitlements (SAVE) Program.  The SAVE Program, together with the Social Security Administration (SSA), administers E-Verify, which allows employers to electronically confirm the employment eligibility of all newly hired employees.  LAWA requires all Arizona employers to use E-Verify to verify the employment eligibility of new hires.  Proof of verifying the employment authorization of an employee through E-Verify creates a rebuttable presumption that an employer did not intentionally or knowingly employ an unauthorized alien.

The fiscal impact is unknown; however, there may be additional costs associated with criminal prosecution and detention of persons who are accused and convicted of the crimes established in this legislation.  Additionally, the addition of new fines associated with this measure may also have an impact.

 

Provisions

 

Enforcement

 

1.      Requires a reasonable attempt to be made to determine the immigration status of a person during any legitimate contact made by an official or agency of the state or a county, city, town or political subdivision (political subdivision) if reasonable suspicion exists that the person is an alien who is unlawfully present in the U.S.

 

2.      Requires the person’s immigration status to be verified with the federal government pursuant to federal law.

 

3.      Requires an alien unlawfully present in the U.S. who is convicted of a violation of state or local law to be transferred immediately to the custody of ICE or Customs and Border Protection, on discharge from imprisonment or assessment of any fine that is imposed.

 

4.      Allows a law enforcement agency to securely transport an alien who is unlawfully present in the U.S. and who is in the agency’s custody to:

a)      a federal facility in this state or

b)      any other point of transfer into federal custody that is outside the jurisdiction of the law enforcement agency.

 

5.      Allows a law enforcement officer, without a warrant, to arrest a person if the officer has probable cause to believe that the person has committed any public offense that makes the person removable from the U.S.

 

6.      Prohibits officials or agencies of the state and political subdivisions from being prevented or restricted from sending, receiving or maintaining an individual’s immigration status information or exchanging that information with any other governmental entity for the following official purposes:

a)      determining eligibility for any public benefit, service or license provided by any federal, state, local or other political subdivision of this state;

b)      verifying any claim of residence or domicile if that verification is required under state law or a judicial order issued pursuant to a civil or criminal proceeding in the state;

c)      confirming a detainee’s identity; and

d)     if the person is an alien, determining whether the person is in compliance with federal alien registration laws.

 

7.      Disallows officials or agencies of the state or political subdivisions from adopting or implementing policies that limit immigration enforcement to less than the full extent permitted by federal law, and allows a person to bring an action in superior court to challenge an official or agency that does so.

 

8.      Requires the court, if there is a judicial finding that an entity has committed a violation, to order any of the following:

a)      that the plaintiff recover court costs and attorney fees;

b)      that the defendant pay a civil penalty of not less than $1,000 and not more than $5,000 for each day that the policy has remained in effect after the filing of the action.

 

9.      Requires the court to collect and remit the civil penalty to the Department of Public Safety (DPS), which must establish a special subaccount for the monies in the account established for the Gang and Immigration Intelligence Team Enforcement Mission (GIITEM) appropriation.

 

10.  Specifies that law enforcement officers are indemnified by their agencies against reasonable costs and expenses, including attorney fees, incurred by the officer in connection with any action, suit or proceeding brought pursuant to this statute to which the officer may be a party by reason of the officer being or having been a member of the law enforcement agency, except in relation to matters in which the officer is adjudged to have acted in bad faith.

 

Trespassing by Illegal Aliens

 

11.  Specifies that, in addition to any violation of federal law, a person is guilty of trespassing if the person is:

a)      present on any public or private land in the state and

b)      is not carrying his or her alien registration card or has willfully failed to register.

 

12.  Requires, in the enforcement of this statute, the final determination of an alien’s immigration status to be determined by:

a)      a law enforcement officer who is authorized to verify or ascertain an alien’s immigration status or

b)      a law enforcement officer or agency communicating with ICE or the U.S. Border Protection.

 

13.  Stipulates that a person is not eligible for suspension or commutation of sentence or release on any basis until the sentence imposed is served.

 

14.  Directs the person to pay jail costs and an additional assessment of at least $500 for the first violation or at least $1,000 for subsequent offenses.

 

15.  Requires the court to collect and remit the assessments to DPS for the special GIITEM subaccount.

 

16.  Specifies that the trespassing statute does not apply to a person who maintains authorization from the federal government to remain in the U.S.

 

17.  Classifies the violation as follows:

a)      a class 2 felony if the person commits the violation while in possession of a dangerous drug, precursor chemicals used in the manufacturing of methamphetamine, a deadly weapon or dangerous instrument or property that is used for committing an act of terrorism;

b)      a class 4 felony for a second or subsequent offense or if the person, within 60 months before the violation, accepted a voluntary removal from the U.S. or has been deported;

c)      a class 1 misdemeanor in all other cases.

 

Unlawful Stopping and Solicitation of Work

 

18.  Specifies that it is unlawful, if a motor vehicle is stopped on a street, roadway or highway and blocks or impedes the normal movement of traffic:

a)      for a motor vehicle occupant to attempt to hire or hire and pick up passengers for work at a different location;

b)      for a person to enter the motor vehicle in order to be hired by a motor vehicle occupant and to be transported to work at a different location.

 

19.  Stipulates that it is unlawful for a person who is unlawfully present in the U.S. and who is an unauthorized alien to knowingly apply for work, solicit work in a public place or perform work as an employee or independent contractor in Arizona.

 

20.  Classifies these offenses as class 1 misdemeanors.

 

21.  Defines solicit and unauthorized alien.

 

Unlawful Transporting

 

22.  Specifies that it is unlawful for a person to do or attempt to do the following if the person knows or recklessly disregards the fact that the alien has come to, has entered or remains in the U.S. in violation of law:

a)      transport or move an alien in Arizona in a means of transportation;

b)      conceal, harbor or shield an alien from detection in any place in Arizona, including any building or means of transportation.

 

23.  Stipulates it is unlawful to encourage or induce an alien to come to or reside in Arizona if the person knows or recklessly disregards the fact that such coming to, entering or residing in this state is or will be in violation of law.

 

24.  Subjects a means of transportation used in the commission of a violation to mandatory vehicle immobilization or impoundment.

 

25.  Classifies these offenses as class 1 misdemeanors and subjects offenders to fines of at least $1,000, except that a violation that involves 10 or more illegal aliens is a class 6 felony with a fine of at least $1,000 for each alien who is involved.

 

Investigations of Employers

 

26.  Allows the county attorney, in investigations of employers who are alleged to have knowingly or intentionally hired unauthorized aliens, to take evidence, administer oaths or affirmations, issue subpoenas requiring attendance and testimony of witnesses and cause depositions to be taken.

 

27.  Exempts proceedings held during the course of a confidential investigation from open meeting laws.

 

28.  Stipulates that an employer is not entrapped in an investigation if the employer was predisposed to knowingly or intentionally employ an unauthorized alien and law enforcement officers or their agents merely provided the employer with an opportunity to do so.

 

29.  States that it is not entrapment for law enforcement officers or their agents merely to use a ruse or to conceal their identities.

 

30.  Directs employers to keep verification records of their employees’ work eligibility through E-Verify.

 

31.  Establishes a class 3 felony for failing to:

a)      verify employment eligibility through E-Verify or

b)      keep records of verifications.

 

Miscellaneous

 

32.  Specifies that monies in the special GIITEM subaccount are subject to legislative appropriation for distribution for gang and immigration enforcement and for county jail reimbursement costs relating to immigration.

 

33.  Stipulates that the terms of the act regarding immigration have the meanings given to them under federal immigration law.

 

34.  Requires the act to be implemented in a manner consistent with federal laws regulating immigration, protecting the civil rights of all persons and respecting the privileges and immunities of U.S. citizens.

continue to gain jobs during the current jobs depression, even though U.S.-born workers are continuing to lose jobs. Many jobless Americans attribute their current situations to the influx of illegal aliens. Javier Gonzalez, an unemployed American from San Leandro, Calif., said:

I think that illegal immigrants do take jobs away from native workers, especially out here in the Bay Area. I’m unemployed, but I shouldn’t have to be. I’m from the area. I was born here and I can’t get a job here.

Gonzalez has spent his adult life working labor-intensive jobs — the so-called “jobs American’s won’t do” — but he has found those jobs impossible to come by as more and more immigrants enter the country.

Sadly, the results of the Pew Hispanic study back up Gonzalez’s assertions. Since June 2009, the end of the “Great Recession,” foreign-born workers (both legal and illegal) have gained 656,000 jobs. At the same time, 1.2 million native-born workers have lost jobs during this period of recovery.

The study also points out that Hispanic Americans, such as Javier Gonzalez, are losing out on jobs to non-native Hispanic workers.  Hispanic immigrants gained nearly 100,000 construction jobs from 2009 to 2010, but native-born Hispanic Americans lost 133,000 of those very same jobs.

A 39-year-old Mexican Illegal alien drug dealer was sentenced this week in Portland’s U.S. District Court to 25 years in prison and ordered to pay a $1 million judgment for his role in one of the largest Mexican drug trafficking organizations ever taken down in Oregon.

Ademir Hernandez-Arciga, 39, was ordered on Monday to remain under government supervision for 10 years after his release from prison. He was convicted in March 2009 for his role in the drug conspiracy.

A Drug Enforcement Administration investigation of Arciga and his compatriots turned up more than 20 kilograms of cocaine, four pounds of methamphetamine, 24 guns and more than $30,000 in cash, according to the U.S. attorney’s office for Oregon.

On Tuesday afternoon, October 12, Felix Espinoza-Quiroz, 55, was on trial for several rape and other
sexual abuse charges when he began banging his hands on the table in front of him and yelling before he
overturned the table.
Full Details
On October 12, 2010 at 3:44 pm, Felix Espinoza-Quiroz became upset over testimony in his trial. He was
striking his hands on the defense table and then began pointing and yelling at the victim who was
testifying. Judge Marco Hernandez gave several orders to Mr. Espinoza-Quiroz to stop his behavior. The
judge also ordered the jury to leave the courtroom. Mr. Espinoza-Quiroz’s behavior escalated and he
pushed the table in front of him knocking it over.
A Washington County Sheriff’s Deputy assigned to the courtroom attempted to subdue Mr. Espinoza-
Quiroz. In the scuffle, Mr. Espinoza-Quiroz pushed his attorney and lost his balance when the deputy
pushed him back. Two plain clothes Beaverton Detectives who were in the hallway ran into the
courtroom and assisted the deputy in subduing Mr. Espinoza-Quiroz. Backup deputies arrived less than a
minute later.
When asked what he was trying to accomplish in the courtroom, Mr. Espinoza-Quiroz declined to
comment.
The trial for Mr. Espinoza-Quiroz continued on Wednesday. On Friday, Mr. Espinoza-Quiroz was found
guilty of Sex Abuse I x 2 and Tampering with a Witness.

Mexico, which often criticizes the American government for putting up barriers which restrict the flow of illegal immigrants across the U.S. – Mexico border is building a fence of its own along its southern border with Guatemala.

It has been reported that the head of the Mexican Superintendency of Tax Administration, Raul Diaz, confirmed that the Mexican government is building a wall along the Mexican – Guatemalan border.  Diaz stated the official reason for building the border wall is to stop illegal drugs from coming into Mexico, but Diaz did admit that it could also prevent the free passage of illegal immigrants.

The hypocrisy of Mexico’s actions has not been lost on American politicians.  Last week, Rep. Ted Poe (R-TX) said on the house floor:

Mr. POE of Texas. Mr. Speaker, in spite of objections to the contrary, a fence is still being built along the southern border. Illegals objected to this but the President is resilient. He is standing firm on his commitment to build the fence to keep illegals out.

You see, over 500,000 illegals cross the border every year into Mexico, and the fence is being built at the southern end of Mexico to keep people like Guatemalans out. It’s the Mexican southern border that they’re protecting.

You know, Calderon demands that the United States not build a fence. He arrogantly demands the Arizona law not be enforced, but when Mexico has problems with illegals coming to “take jobs that Mexicans won’t do,” Calderon says he’s building a fence on his southern border, whether illegals like it or not.

Every country has the right to defend its border. We should stop listening to anything President Calderon says and do what’s right for our country.

Anti-illegal immigration, pro-American worker leaders also had something to say regarding the Mexico-Guatemala Fence: “While the hypocrisy of the Mexican government is offensive,” said NumbersUSA President Roy Beck, “Americans can cheer the Mexican fence which should greatly reduce the number of non-Mexicans illegally crossing the U.S. southern border.”

  Portland School Police Arrest Exposer
Portland Police Bureau – 10/05/10

Today, Tuesday October 5, 2010 at 12:15 p.m., Portland Police Officers arrested 39-year-old Pedro Prieto-Enriquez for one count of Public Indecency. This arrest is the result of an ongoing investigation that began with last week’s reports of a male exposing himself to Hosford Middle School children.

On Monday September 27, 2010 between 8:30 a.m. and 9:00 a.m., a subject was observed openly masturbating in his vehicle parked near Southeast 26th Avenue and Grant Street in view of the public. Four female students from Hosford Middle School walked past his vehicle on their way to school and as they passed, he started his car, followed them for about a block and pulled over next to them as if to make contact with them while still masturbating.    

Later that afternoon, the same similarly described suspect contacted a different female and was seen by school staff driving slowly past the school near Southeast 28th Place and Grant Street.    

The next morning, Tuesday September 28, 2010, the suspect pulled up alongside the same female victim as the previous afternoon and got out of his car as she crossed the street to get away from him.    

The suspect was described as a male Hispanic, late 20’s to late 30’s, about 5’2″ and 150 pounds, with very short dark hair (head almost shaved), mustache and goatee, wearing a light colored shirt and dark pants or jeans.    

The vehicle was described as an older model white 4-door smaller car, possibly a Pontiac, with a dent on one of the front fenders, possibly black wheels and black bumpers, with black scratches on the rear passenger side fender.    

Officers from the School Police Division and Central Precinct were providing extra patrols in the area as a result of the reports.    

On Wednesday September 30, 2010, Officer Walker Berg of the School Police Division spotted a vehicle and subject matching the suspect description, parked near Hosford Middle School. Officer Berg contacted the subject and obtained his identification but did not have a reason to arrest him at that point.    

On Thursday October 1, 2010, Officer Berg was contacted by another School Police Division officer about a similar incident that morning involving an exposer in the area of Northeast 77th Avenue and Alameda Street. Officer Berg met with the 17-year-old female victim and she was able to identify Pedro Prieto-Enriquez as the person that exposed himself to her.    

At this point, Prieto is charged with one count of Public Indecency, related to the October 1 incident. The investigation is continuing into the other reports and police are asking for any additional witnesses or victims to come forward with information. Prieto was booked into the Multnomah County Jail.

The Oregon Department of Human Services (DHS) announced today that the state has received national recognition for exceptional administration of the Supplemental Nutrition Assistance Program (SNAP), formerly called food stamps. Oregon was honored as one of the top states for ensuring that people eligible for these benefits received them.

Each year, USDA honors states with the best and most improved program access index. Oregon ranked second for program access and third for most improved program access. This is the fourth consecutive year Oregon has been one the best states in the nation for SNAP administration. With unemployment continuing to hover above 10 percent, the state maintains accelerated growth in the number of people relying on SNAP to put food on the table. Since 2008, food stamp recipients have increased by approximately 50 percent. In August, more than 725,000 Oregonians received benefits, meaning that approximately one in five Oregonians receives food stamp benefits.

Background: Benefits are determined on a sliding scale, based on household income, and are distributed through the electronic benefits card that is used like a debit card to purchase food. SNAP benefits can be used to purchase foods for the household to eat, such as breads and cereals; fruits and vegetables; meats, fish and poultry; and dairy products. SNAP benefits are intended to act as a supplement to a family’s overall food budget, not to cover it entirely. In many households with little or no income, SNAP benefits can be the primary means of meeting the family’s nutritional needs.    

To be eligible for SNAP benefits, families must earn less than 185 percent of the federal poverty level, along with other factors. For a family of four, the income limit is less than $3,400 per month. The maximum benefit for a household of four totals $668 per month. The overall average SNAP benefit per household is approximately $250 per month. Approximately three-fourths of all SNAP households have some form of income, which results the actual benefit amounts they receive being reduced from the maximum.

On April 17, 2009, the Orange County Board of Supervisors agreed to pay $3.75 million, plus an additional $900,000 in medical expenses to an illegal alien who was severely beaten by other inmates in the Orange County Central Jail. The Mexican national filed a lawsuit shortly after the incident.

 

Fernando Ramirez, 24, was in jail after being charged with molesting a 6-year-old girl at a local park. He eventually pled guilty to the lesser charge of battery against a child.

 

According to his attorney, Ramirez suffered brain damage and now needs help walking. Attorney Mark Eisenberg ( made about 2 million on this dirty mexican People should rightly hate Lawyers who profit from the invasion. This carpetbagger lawyer who is also probably Jewish has just exploited the American People. )also claims that his client has been left with an intellect of a 4-year-old child.

 

Despite the dire financial crisis facing Orange County, Ramirez received the largest settlement ever awarded by the county for an in-custody incident. The Board of Supervisors made their decision in a closed-door session and have refused any comment on the matter.

Rising suicide rate in Oregon reaches higher than national average:
Oregon’s suicide rate is 35 percent higher than the national average.

The rate is 15.2 suicides per 100,000 people compared to the national rate of 11.3 per 100,000.  

After decreasing in the 1990s, suicide rates have been increasing significantly since 2000, according to a new report, “Suicides in Oregon: Trends and Risk Factors,” from Oregon Public Health. The report also details recommendations to prevent the number of suicides in the state.  

“Suicide is one of the most persistent yet preventable public health problems. It is the leading cause of death from injuries – more than even from car crashes. Each year 550 people in Oregon die from suicide and 1,800 people are hospitalized for non-fatal attempts,” said Lisa Millet, MPH, principal investigator, and manager of the Injury Prevention and Epidemiology Section, Oregon Public Health.  

There are likely many reasons for the state’s rising suicide rate, according to Millet. The single most identifiable risk factor associated with suicide is depression. Many people are able to manage their depression; however, stress and crisis can overwhelm their ability to cope successfully.  

Stresses such as from job loss, loss of home, loss of family and friends, life transitions and also the stress veterans can experience returning home from deployment – all increase the likelihood of suicide among those who are already at risk.  

“Many people often keep their depression a secret for fear of discrimination.
Unfortunately, families, communities, businesses, schools and other institutions often discriminate against people with depression or other mental illness. These people will continue to die needlessly unless they have support and effective community-based mental health care,” said Millet.  

The report also included the following findings:  

• There was a marked increase in suicides among middle-aged women. The number of women between 45 and 64 years of age who died from suicide rose 55 percent between 2000 and 2006 — from 8.2 per 100,000 to 12.8 per 100,000 respectively.  

• Male veterans have a higher suicide rate than non-veteran males (45.7 per 100,000 vs. 27.4 per 100,000 respectively), and account for 27 percent of all suicides.  

• Suicide rates vary by sex, age and race. Men were 3.7 times more likely to die by suicide than women. The highest suicide rate occurred among men ages 85 and older (78.4 per 100,000). White males had the highest suicide rate among all races and ethnicities (26.5 per 100,000).  

• Firearms were the dominant mechanism of suicide among men at 62 percent. White men were more likely than other races to die from firearms (63 percent vs. 46 percent).  

• Poisoning was a major mechanism of suicide among women at 46 percent.  

• More than 70 percent of suicide victims had a diagnosed mental disorder, alcohol and /or substance use problems, or depressed mood at time of death; 36 percent of female victims and 16 percent of male victims had a previous suicide attempt.  

• Despite the high prevalence of diagnosed mental health problems among people who commit suicide, less than one-third of males and approximately half of all females were receiving treatment for mental health problems at the time of death.  

The report also contained recommendations to reduce the number of suicides, including universal depression screening by health care providers, particularly for youth, veterans and seniors; expanded prevention efforts across all ages focusing on men in particular; complete statewide implementation of comprehensive suicide prevention in high schools; identification of appropriate approaches that engage and enable men to identify depression as a manageable condition; and the promotion of community, business, family and individual tools to support successful self management. Also families and individuals should remove guns from homes when a family member is suicidal. Health care providers should counsel family members and individuals at high risk for suicide to remove guns from their homes.  

The Injury and Prevention Program is working to establish more expert capacity in suicide prevention on the local level throughout Oregon. The Garrett Lee Smith Act funded projects throughout the state that implemented comprehensive suicide prevention in 50 high schools in Oregon; trained approximately 4,000 people or 1 percent of adults in Oregon to use intervention skills; and trained 36 applied suicide intervention skills trainers who can teach two-day intervention skills courses. This year 14 counties are implementing two public awareness campaigns; hospital emergency departments in counties are working with local county mental and public health agencies to conduct follow-up on youth who are treated in emergency departments and then referred to community care; and all nine Tribes are working together on an annual family event and ongoing suicide prevention activities.

In a major policy shift, Immigration and Customs Enforcement has issued new guidelines regarding the prosecution of deportation cases: if an arrested illegal alien is not a convicted criminal or a terrorist threat, the case should be dropped.

 

On August 20, ICE chief John Morton outlined the new policy in a memorandum to staff.  The policy has the stated purpose of clearing the backlog of cases in immigration court cases, but it also has the effect of creating a de facto amnesty for arrested illegal aliens who have not been convicted of a serious crime.  This move follows the leaking of an internal Obama Administration memo which outlined ways of legalizing illegal aliens without Congress’ approval.

 

While pro-amnesty groups have heralded the move —  Helen Harnett of the National Immigrant Justice Center called it “a pretty basic, common-sense thing to do” — Iowa Senator Chuck Grassley said, “Actions like this demoralize ICE agents who are trying to do their job and enforce the law.”

 

As proof of the agency’s relaxed policy toward non-criminal illegal aliens, an ICE news release from the same date of the memorandum’s release trumpets the case of an arrested illegal alien, who has been deported from the U.S. on 8 separate occasions, finally being charged with one count of violating immigration laws after being found residing illegally in the U.S. for the 9th time.

SAN FERNANDO, Mexico – Two cars exploded early Friday, in front of the offices of a major Mexican television station and a transit police station, in a northern state where officials are investigating the massacre of 72 Central and South American migrants.

There were no injuries in either explosion, though both caused some damage to buildings and knocked out the signal of the Televisa network for several hours in Ciudad Victoria, the capital of the drug gang-plagued state of Tamaulipas. The explosion outside Televisa was felt for several blocks.

Soldiers were blocking access to the building, Televisa said.

The network described the explosion as a car bomb, but an official with the state attorney general’s office couldn’t confirm the type of explosions, just that two cars caught fire and blew up. The official was not authorized to speak publicly about the incidents.

If confirmed, it would mean a total of four car bombs in Mexico this year — a new and frightening tactic in the country’s escalating drug war.

The first exploded July 5 in the northern border city of Ciudad Juarez, killing a federal police officer and two other people. The second, which caused no injuries, happened just two weeks ago in front of police headquarters in Ciudad Victoria.

Authorities are investigating the disappearance of two law-enforcement officials in San Fernando, where the bodies were found: a prosecutor and a transit police supervisor, the state official said. Neither was involved in the massacre investigation, the official said, adding that it is still unclear how long they have been missing. The official spoke on condition of anonymity because he wasn’t authorized to discuss the case.

Just north of Ciudad Victoria, heavily guarded investigators worked to identify 72 migrants massacred near the U.S. border, while human rights advocates demanded Mexico do more to stop the exploitation and abuse of migrants that they say led to the heinous crime.

Marines are protecting the pink, one-story funeral home where the bodies were taken after being discovered on a ranch Tuesday, bound, blindfolded and slumped against a wall.

Tamaulipas state Assistant Attorney General Jesus de la Garza said Thursday that 15 bodies had been identified: eight from Honduras, four from El Salvador, two from Guatemala and one from Brazil. Diplomats from several of those nations traveled to Mexico to help identify them, and Mexico’s National Human Rights Commission sent investigators to monitor the process.

The government’s chief security spokesman said the migrants were apparently slain because they refused to help a gang smuggle drugs.

“The information we have at this moment is that it was an attempt at forced recruitment,” Alejandro Poire told W radio. “It wasn’t a kidnapping with the intent to get money, but the intention was to hold these people, force them to participate in organized crime — with the terrible outcome that we know.”

The victims of what could be Mexico’s biggest drug-gang massacre were traversing some of the nation’s most dangerous territory, trying to reach Texas. The lone survivor said the assassins identified themselves as Zetas, a drug gang that dominates parts of the northern state of Tamaulipas.

In San Fernando, a crumbling colonial town of about 30,000 on Mexico’s Gulf coast, most people interviewed by The Associated Press were afraid to give their names.

A funeral home employee said the dead were stored in a refrigerated truck in the parking lot, where flies buzzed above white powder spread over bloodstains.

“This is frightening. It’s horrible,” said a tortilla stand worker in the crumbling colonial town of about 30,000 on Gulf coast.

“It smells like death. I vomited,” his friend added.

Rights advocates warn that migrants are increasingly being kidnapped, killed and exploited by gangs as they travel through Mexico toward the United States, and they say Mexican authorities’ indifference is letting the problem escalate.

“We disagree with the government that it is a consequence of battles between criminal groups,” said the Rev. Pedro Pantoja, director of the Casa del Migrante in Saltillo in neighboring Coahuila state. “The permissiveness and complicity of the Mexican state with criminals … is just as much to blame.”

The National Human Rights Commission estimated in a report presented last year that nearly 20,000 migrants are kidnapped each year based on the number of reports it received between September 2008 and February 2009 — numbers the federal government disputes.

Mauricio Farah, who coordinated the report, said government corruption is at the heart of migrant abuse in Mexico.

“We are talking about the complicity of several authorities along the migrant route,” Farah told MVS Radio on Thursday. “Forty, 80, 100 migrants inside trucks or on the trains can not pass unnoticed by the authorities … on the contrary what happens is that they are in collusion with drug gangs.”

Commission president Raul Plascencia said Thursday that authorities never responded to its recommendations or demands for greater security for migrants.

“This escalation of the violence … demands results from the government in finding who is responsible,” he said.

In an April report, Amnesty International called the plight of tens of thousands of mainly Central American migrants crossing Mexico for the U.S. a major human rights crisis.

The report said that although the government has made some small improvements, it continues to give the issue low priority, despite the widespread involvement of corrupt police.

Marines discovered the horrific massacre after the survivor, 18-year-old Luis Freddy Lala Pomavilla of Ecuador, staggered wounded to a military checkpoint. He is now recovering from a gunshot to the neck at a hospital.

Lala’s family told Ecuador television Thursday that he left his remote Andean town two months ago in hopes of reaching the U.S.

“I told him not to go, but he went,” one of his brothers, Luis Alfredo Lala told Ecuavisa television from Lala’s home town.

His wife back in Ecuador, Maria Angelica Lala, 17 years old and pregnant, told Teleamazonas her husband paid $15,000 for the smuggler who was supposed to guide him.

That smuggler apparently tried to hide Lala’s fate from his family, calling Wednesday to tell her he had reached Los Angeles. That was the day after Mexican marines raided the ranch and found the slain migrants, 14 of them women.

Drug gangs in Mexico often force migrant smugglers to hand over their charges.

If confirmed as a cartel kidnapping, it would be the most extreme case seen so far and the bloodiest massacre since President Felipe Calderon began a crackdown on drug gangs in late 2006. More than 28,000 people have died in drug-related violence since then.

Calderon condemned the massacre as the work of desperate cartels.

They “are resorting to extortion and kidnappings of migrants for their financing and also for recruitment because they are having a hard time obtaining resources and people,” he said in a statement Wednesday night.

Kidnappings and attacks on government security patrols are rampant in the highways surrounding San Fernando, where armed men claiming to belong to the Zetas roam freely and the police station is pockmarked with bullet holes from a March shooting. Last month, the bodies of 15 people were dumped in the middle of the highway from San Fernando to Matamoros, a city across the border from Brownsville, Texas.

The region is at the end of a traditional migration route for Central and South Americans who travel up the Gulf coast toward the U.S. border. Violence has soared there this year since the Zetas broke with their former allies, the Gulf cartel, sparking a vicious turf war.

Almost 20 migrants staying at a shelter outside Mexico City turned back to their countries after hearing of the killings this week, said employee Hector Lopez, a Nicaraguan who abandoned his own journey three months ago.

“I wanted to go reach the United States but when I saw what the situation was, what was happening to other migrants, I realized things could get worse for me,” he said.

Others at the shelter were stunned by the massacre but undeterred — like 35-year-old Belizean Wilber Cuellar, who said he has been deported six times from the United States and once from Canada, where he worked at a chicken packing plant.

“I’m not afraid. I’m prepared to die,” Cuellar said. “I’m tired of suffering in this world.”

Linn County Sheriff Tim Mueller reports that today his detectives pulled 920 mature marijuana plants from property south of Sweet Home off Brush Creek Road. Detectives had been investigating the large marijuana grow, which was on private property owned by Cascade Timber Consultants. The marijuana grow was suspected of being linked to a Mexican cartel. Two workers lived in a tent at the grow site and it appeared that they were living there for a couple months. Linn County Sheriff’s Office detectives and members of the Linn County Regional SWAT team entered the garden yesterday. Two Hispanic  Mexican  males fled from the garden and into the surrounding brush. Deputies and a tracking dog attempted to track them for some distance but were unsuccessful in locating the suspects. Deputies, with assistance from the Linn County Sheriff’s Search and Rescue, cut and removed the 920 plants today. They also located over a pound of processed marijuana in the campsite. The investigation will continue.

The Sheriff’s Office was assisted by the Lebanon Police Department, Sweet Home Police Department, Albany Police Department, DEA and BLM.

Today the Skamania County Sheriff’s Office, in conjunction with the Clark-Skamania Drug Task Force, eradicated an outdoor marijuana grow in the Gifford Pinchot National Forest.

This investigation was initiated by a tip from the public and was assigned to Clark-Skamania Drug Task Force for investigation. The investigation confirmed a large outdoor marijuana grow on public lands in Skamania County, Washington. The investigation culminated in the arrest of two individuals late yesterday. Both inviduals were arrested while tending to the grow site. One of the individuals was armed with a loaded rifle at the time of his arrest.

Today, members of the Skamania County Sheriff’s Office, the Hood River County Sheriff’s Office, and the Clark-Skamania Drug Task Force removed approximated 1,300 marijuana plants in various stages of development. Street value of the plants in a cultivated state is estimated to be $1.5 million dollars.

The two suspects and their charges are:

Granados, Manuel C. (51), resident of White Salmon, WA
Bail: $250,000
Charges: Manufacture of marijuana with intent to deliver

Perez, Jose G (36), resident of White Salmon, WA
Bail: $250,000
Charges: Manufacture of marijuana with intent to deliver

Perez has additional charges related to outstanding arrest warrants from other counties for negligent driving and DUI.

Both suspects were booked into the Skamania County Jail and the investigation is continuing.

The Clark-Skamania Drug Task Force urges members of the public to exercise extreme caution in the event that they inadvertantly come across an outdoor marijuana grow on public lands. Experience shows that many of these outdoor grow sites are tended to by armed suspects. The public is urged to contact their local law enforcement agency in the event they locate an outdoor marijuana grow.

According to OSP Lieutenant Doug Ladd, on August 10, 2010 at approximately 8:00 a.m. an OSP trooper stopped a 2008 Pontiac G6 displaying California license plates northbound on Interstate 5 near milepost 152 for a speed violation. The driver was identified as DOUGLAS MAURICIO MELANDEZ, age 36, from Delano, California. 

Subsequent investigation led to the discovery of approximately one pound of methamphetamine hidden in the trunk. Estimated value is $14,000. 

MELANDEZ was arrested without incident and lodged in the Douglas County Jail for Unlawful Possession and Distribution of a Controlled Substance – Methamphetamine. 

OSP troopers from the Roseburg Area Command office and Drug Enforcement Section detectives are continuing the investigation.

Probably much higher . Oregon is going bankrupt due to Illegal Aliens,mostly Hispanic, getting welfare for their anchor babies.

 The welfare department in Oregon posts everything in Spanish, and actively promotes food stamp usage by  Mexican Migrants, along with housing , education etc. I saw a Mexican female , who could not speak  english, buying $50.00 of fresh pork with her EBT card and her 10 year old anchor baby boy had to show her how to use it. This is the reason they can afford to take lower paying jobs, because they don’t claim the members who are illegal such as the husband who does day labor. Illegal aliens are also rich in stolen and forged IDs that make welfare fraud possible.

According to new state data in Utah, at least 10% of welfare benefits in the state are going to households that contain illegal aliens. Under state law, illegal aliens cannot qualify for welfare expenses, but because many of the children of illegal aliens were born in the United States and are citizens, along with other scenarios, illegal aliens are indeed receiving state benefits.

Between June 2009 and May 2010, a Department of Workforce Services report found that 23,837 “mixed-status” households received state aid.

“That is just one of many, many issues showing we need a crackdown on illegal immigration,” said state Rep. Stephen Sandstrom who intends on offering Arizona-style legislation during the next state session. “I believe this is just the tip of the iceberg. Because of widespread fraud with Social Security numbers, I think a lot more illegal immigrants are applying for benefits with numbers that are stolen or made up.”

Federal Judge Susan Bolton has blocked two portions of Arizona’s immigration enforcement law, including the law’s most controversial section requiring police officers to ask individuals stopped, detained or arrested to prove their legal status if the officer has “reasonable suspicion” that the individual is in the country illegally.

Judge Bolton also blocked the provisions that require the carrying of federal immigration papers, even though federal law requires legal permanent residents to carry their green cards at all times, and the section that prohibits illegal aliens to solicit for work in public places.

In her ruling, Judge Bolton said that since the police are required to check the status of anyone in custody who is suspected of being in the country illegally, it will overburden the system causing legal immigrants to remain in custody for a longer period of time while their status is checked.

The provision of the law that restricts the transporting of illegal aliens will still take effect on Thursday, July 29.

Today’s ruling is not the final judgment on the Arizona law. Judge Bolton’s decision simply suspends the one portion of the law until she offers a final ruling on the government’s lawsuit against the state.

SAVE Act and CLEAR Act Can Overturn Judge Bolton’s Decision on Arizona Immigration Enforcement Law

Federal Judge Susan Bolton ordered an injunction today of Arizona’s immigration enforcement law, formerly known as SB1070, just hours before it’s scheduled to take effect. Supporters of immigration enforcement are angry and frustrated over the ruling, but there is hope in the halls of Congress – of all places. If Congress passed the SAVE Act and CLEAR Act, these two bills together would secure the border, mandate E-Verify nationwide, and provide local law enforcement officials with the tools to help federal officials enforce immigration laws obviating the need for SB1070.

Let’s take a look at exactly what today’s ruling by Judge Bolton actually represents. It’s an injunction – or a temporary suspension – of several provisions within Arizona’s immigration enforcement law. It’s not the final decision. After hearing both sides of the case in a lengthy civil trial, Judge Bolton could decide that the federal government did not do a satisfactory job of proving their case, thereby causing her to lift her injunction. While that’s highly unlikely, it is possible.

Judge Bolton’s decision did strike down SB1070’s most famous clause that requires local police officers to check an individual’s immigration status if they have ‘reasonable suspicion’ that the individual is in the country illegally.

The decision did not suspend provisions that prohibit sanctuary cities, require state and local cooperation with federal officials, allow its residents to sue local leaders for refusing to cooperate with federal officials, prohibit the transport of illegal aliens, and restrict solicitation of illegal alien day laborers.

Arizona’s mandatory E-Verify law that was passed several years ago is still intact, including its sanctions for businesses that knowingly hire illegal aliens. Plus, any communities that participate in the federal government’s 287(g) and Secure Communities programs can still do so, and SB1070 prevents local municipalities from outright refusing to cooperate with federal enforcement officials.

In other words, despite Judge Bolton’s ruling today, SB1070 is still a step in the right direction for Arizona.

Poll after poll shows consistent support from Americans who want an Arizona-style enforcement law passed in their own state. Today’s ruling has no impact on states that are proceeding with similar legislation. Arizona’s federal district court does not have jurisdiction over South Carolina, Oklahoma, Pennsylvania, and Florida, so lawmakers in those states can cautiously proceed without concern.

What now?

Today’s ruling from Judge Bolton becomes moot if Congress passes the SAVE Act and the CLEAR Act. It’s unlikely for either bill to make its way to the House floor before the end of the 111th Congress in December. But both are expected to be reintroduced next year and could move forward with enough constituent pressure.

Check your Members’ Immigration-Reduction Report Cards and see if they’ve cosponsored the SAVE Act and CLEAR Act. If they haven’t, call their office and urge them to do so. And finally, there are rumblings in the Senate that Majority Leader Harry Reid may try to bring the DREAM Act to the floor for a vote before they adjourn on August 9. We’ve posted new faxes on your Action Board to send to your Senators. With the fallout from Arizona, your elected officials will be much more sensitive to what their constituents are telling them.

We know you’re frustrated with today’s ruling. But there’s not much anyone can do about a court issued injunction from a federally appointed judge, so direct your frustrations towards things you can control. Make immigration enforcement a top election issue this fall and urge your current Members of Congress to cosponsor the SAVE Act and CLEAR Act!

I went to the site on Numbersusa.com and Lewis Landscaping is not registered with the Everify Program. This means their workers can use illegal, stolen or no ID and be in the country illegally. I have seen Mr. Lewis’s workers and they all fit the profile of illegal aliens from Mexico and all male too.

( is everyone a mexican in Marion county these days?) that gets her busted  20 years later. I find that creepy- and if she hadn’t been a mexican thief she wouldn’t be going to jail again. A custodian found the baby girl’s body inside a garbage can at Salem’s Gilmore Field on May 1, 1990.Salem police continued to investigate for a decade and more without a break, refusing to give up. Despite their best efforts, it looked like the case of Baby Jane Doe would never be solved.

 

Then in April 2008, a 34-year-old woman was convicted of identity theft and forgery. As part of her sentencing, Stacey O. Quintero was ordered to give a blood sample, said Deputy District Attorney Jodie Bureta.

Investigators ran the DNA from the sample through various databases and got a hit: DNA from blood taken from the placenta found with Baby Jane Doe in 1990 matched Quintero’s DNA.

Two Salem detectives, Susan Coats and Jeff Staples, built an investigation around the DNA evidence and arrested Quintero on a murder indictment in January.

Friday in Marion County Court, Quintero told Judge Claudia M. Burton that in 1989 she was 16 and learned she was pregnant.

A “heavy-set” girl who was already known for wearing baggy clothes, she was able to conceal the child growing inside her from everyone in her world, including close friends and family, Bureta said.

She gave birth in her parent’s bathtub, washed away the blood and took her newborn baby down to the park. The small corpse was found with its umbilical cord still attached.

Quintero didn’t tell the court how or when the infant died. “She implied that something went wrong during the pregnancy,” Bureta said. An autopsy in 1990 concluded the baby died of asphyxiation.

Detectives checked her claims that she gave birth and disposed of the body alone. All those interviewed said the same thing: “Nobody knew,” Bureta said.

Quintero pleaded guilty to one count each of criminally negligent homicide and concealing the birth of an infant.

Murder has no statute of limitations, but Bureta acknowledged the difficulty prosecutors would have faced bringing about a conviction in the 20-year-old case. According to Bureta, Quintero waived her statute-of-limitation rights on the lesser charges to help bring the case to a close.

Bureta said the district attorney’s office will take into account the responsibility Quintero eventually took and her “level of remorse” when recommending a sentence to the judge.

Bureta also said that prosecutors were aware that the teenager must have faced some crisis leading her to conceal the birth.

Sentencing is set for Aug. 9. Quintero, now 36, faces up to one year in jail for concealing the birth and anywhere from 20 months to probation for criminally negligent homicide. Those sentences could be served at the same time.

Bureta said that Quintero’s case, which she described as a “tragedy,” is a good example of why Oregon passed its safe haven law. The law, passed in 2001, allows distressed mothers to drop off a child 30 days or younger to staff at authorized facilities — including hospitals, doctor’s offices, birthing clinics, and police, sheriff’s and fire stations — without facing prosecution.

The Houston Chronicle reports that the Obama administration has ordered the Immigration and Customs Enforcement (ICE) department to implement multiple modifications to their facilities to make life easier, more comfortable, and pleasant for the hundreds of thousands of illegal immigrants (approximately 400,000) it detains annually. An internal ICE email highlights 28 different changes the organization will have to make to soften the look of its facilities, present a friendlier environment, offer better entertainment, organize fun activities, and provide illegal immigrant detainees with free access to email and phone services, as well as better dining and training classes.

Yunnan’s worst drought for many years has been exacerbated by destruction of forest cover and a history of poor water management.

Born into a farming family in south Yunnan province, China, Zhu Youyong’s life has always been tied to the soil. At the age of 54, however, Zhu — now president of Yunnan Agricultural University in Kunming — says he “has never seen such severe drought in Yunnan”.

Since last September, the province has had 60% less rainfall than normal. According to the Ministry of Civil Affairs, 8.1 million people — 18% of Yunnan’s population — are short of drinking water, and US$2.5-billion worth of crops are expected to fail.

Scientists in China say that the crisis marks one of the strongest case studies so far of how climate change and poor environmental practice can combine to create a disaster. They are now scrambling to pin down exactly what caused the drought, and whether similar events are likely to hit the region more often in the future.

Meanwhile, with most of the province’s winter crops ruined, local farmers need immediate help. Zhu has been going from county to county to persuade farmers to grow different crops together in the same field, rather than as a monoculture. Intercropping can boost yields by up to 30%, and could help to avoid food shortages in the region later this year1. This summer, 80% of the farmland in Yunnan — a staggering 2.9 million hectares — will use the technique. But success will depend on a break in the weather. “If it still doesn’t rain in late May, the consequences will be unthinkable,” says Zhu.

Dry spell

It is not news that China is seriously short of water, but its southwestern region — including the Yunnan, Guizhou, Guangxi and Sichuan provinces and Chongqing municipality — usually sees ample precipitation. This year, however, the rains did not come, and people there want to know why.

“Yunnan does experience droughts every few decades,” says Xu Jianchu, an ecologist at the Kunming Institute of Botany, an institute of the Chinese Academy of Sciences (CAS). But the severity of this year’s drought is unusual. Some say it is the worst in over a century. Xu is a contributor to a report on climate change in Yunnan and its myriad impacts2. Sponsored by CAS and the China Meteorological Administration, the report shows that Yunnan has got warmer and drier in the past half-century. Since 1960, the number of rainy days has decreased, whereas the number of extreme events, such as torrential rains and droughts, has increased.

“If it still doesn’t rain in late May, the consequences will be unthinkable.”

 

Some suggest that this year’s drought in Yunnan might be caused by the El Niño/Southern Oscillation (ENSO), an atmospheric circulation system that originates in the western Pacific Ocean and brings rainfall to Southeast Asia. During El Niño years the wind from the Pacific weakens, leading to droughts in the region.

“We’ve had a moderately strong El Niño event since October,” says Dan Bebber, a climate researcher at the Earthwatch Institute in Oxford, UK, a non-profit environmental group. Although Yunnan is not directly under the influence of ENSO, “there is a statistical relationship between El Niño and the monsoon system in southwestern China through mechanisms that are unclear”, he says.

Indeed, the CAS report suggests that in previous strong El Niño years, the rainy season in Yunnan, which spans May to October, was delayed, with less rain in the summer and more rain in the autumn. But climate models are divided on how climate change will affect ENSO, with some showing increasing intensity and others decreasing intensity, says Bebber.

Climate change is not the only factor affecting the drought. Deforestation in mountainous Yunnan is also being blamed. “Natural forests are a key regulator of climate and hydrological processes,” says Xu, who is also China’s representative at the World Agroforestry Centre, an international think tank headquartered in Nairobi, Kenya.

The forest’s thick litter layer of organic materials can absorb up to seven times its own weight in water, says Liu Wenyao, an ecologist at the Xishuangbanna Tropical Botanical Garden (XTBG), a research institute of CAS in Menglun in southwestern Yunnan. Natural forests also have an extensive network of roots that keep the ground moist, and the canopy can trap water vapour, creating a dense fog that keeps the myriad plant species alive during dry seasons.

But in Xishuangbanna prefecture, renowned for the natural splendour of its tropical rainforests, forest clearance between 1976 and 2003 shrank the primary-forest cover to 3.6% of its 1976 value3. The rainforest has been replaced by rubber trees — known as ‘water pumps’ by locals because of their insatiable thirst — which now cover 20% of the prefecture’s land.

In the Ailao mountains north of Xishuangbanna, where it is too cold to grow rubber trees, plantations of fast-growing but thirsty eucalyptus are replacing primary forest to feed the paper industry. In other parts of Yunnan, logging, mining, quarrying and increasing human settlement have cleared huge areas of forest. The results are an increase in soil erosion, landslides and flash floods.

“Such large-scale deforestation removes the valuable ecological services natural forests provide,” says Liu. “The impact of deforestation on hydrological processes becomes particularly acute during prolonged droughts.” The region could also be plagued by other natural hazards: with drought the risk of forest fire increases, whereas wetter monsoon seasons could see more floods wreaking havoc.

Many scientists are now worried that severe droughts, such as Yunnan’s, will become more common across southeast Asia. In addition to the effect on humans, “the impact on biodiversity could be huge,” says Jennifer Baltzer, an ecologist at Mount Allison University in Sackville, New Brunswick, Canada.

As existing plant species struggle to cope with the drought and die, they are replaced by hardier plants. Zhu Hua, an ecologist at XTBG, and his colleagues have already noted a 10% increase in the abundance of liana species over the past few decades in southwestern Yunnan’s tropical forests4. Cao Kunfang, also an XTBG ecologist, says that lianas have a deep root system that allows them to absorb water deep in the soil5. They can also minimize evaporation by closing the minute stomatal pores in their leaves. But without a large trunk, lianas are poor at absorbing carbon dioxide — and even worse once their stomata close. “Having more lianas in tropical forests could compromise their function as a carbon sink,” says Cao.

Last-minute scramble

As government officials scramble to deal with the emergency in Yunnan, the province’s water management is being scrutinized. Most of its reservoirs were built more than 50 years ago, and half are either disused or do not function properly. Many of Yunnan’s natural lakes are severely polluted and unusable, says Ma Jun, director of the Institute of Public and Environmental Affairs, a non-governmental organization in Beijing. Xu says that the region has not enough small-scale infrastructure — ponds, small reservoirs and canals — to distribute clean water to the hardest-hit areas. “There is an urgent need to develop an effective hydrological network in the province,” he says.

In recent years the region has instead focused on building huge reservoirs and hydropower stations, Xu says, because of the economic and political capital that such projects offer. Overall, the central government has been reactive, tackling droughts when they come rather than preparing for the worst, adds Yu Chaoqing, a hydrologist at the Beijing-based China Institute of Water Resources and Hydropower Research, part of the government’s Ministry of Water Resources.

Throughout southwestern China, where 2,000 drought-relief workers are drilling wells around the clock, the location of groundwater remains elusive because few geological surveys have been done. “It’s a last-minute scramble because only 10% of the drought-ridden region has been surveyed,” says Hao Aibing, a geologist at the China Geological Survey in Beijing, who is helping to locate groundwater in Yunnan, Guizhou and Guangxi provinces. “Even if we get live water wells, the water quality remains an issue,” he says. “We just know so little about the groundwater in the region.”

Researchers are adamant that lessons must be learned from this year’s drought in Yunnan. “Extreme weather events are likely to happen more frequently in the future,” says Xu, referring to the findings of the CAS report. “I hope we will be better prepared when the next natural disaster strikes.”

    This news emphasized the problem of Yunnan’s drought and the author attributed the problem to the climate threat. However, this was no piece of data showing that how much Yunan’s water cycle system depended on rain precipitation and the solution they attempted for the observed short of rain due to “climate change”. Without a scientific approach, it will be a problem for the next natural disaster strikes.

    National Drought Mitigation Center (NDMC) based in the School of Natural Resources at the University of Nebraska-Lincolnhas interesting report on DROUGHT AND CLIMATE CHANGE:

    We know with certainty that the concentrations of CO2, CH4, N2O, and CFCs have increased as a result of recent human activity. Carbon dioxide is responsible for approximately half of the increase. Concentrations of CO2 have been systematically monitored at the Mauna Loa Observatory in Hawaii since 1958. Scientists can determine the CO2 concentrations from before 1958 using data collected from air bubbles within ice cores around the world. In 1750, levels of CO2 were around 270 parts per million (ppm). By 1999, these levels were at 367 ppm, and they are increasing at 0.4% per year (IPCC, 2001). According to the congressional Office of Technology Assessment (OTA, 1993), 70–90% of the CO2 added to the atmosphere is due to the burning of fossil fuels, and the rest is from deforestation. Methane, N2O, and CFCs are also increasing at a similar rate. But because CFCs destroy ozone, the net warming effect from CFCs is approximately zero (but that leads to an entirely different problem: depletion of stratospheric ozone). At these rates, it is estimated that the concentration of CO2 will double preindustrial concentrations by at least 2100 (IPCC, 2001).

    Scientists can use this information within large-scale models of the atmosphere called General Circulation Models (GCMs). These models are composed of mathematical equations and relationships designed to simulate global atmospheric conditions and make projections of the future climate. Although there are differences between the GCM projections, the models are in general agreement that, as a result of increasing greenhouse gas concentrations, the average global temperature will increase 1.4–5.8°C (2.52–10.44°F) by 2100 (IPCC, 2001). In the past 100 years, the global average surface temperature has increased 0.60°C (1.08°F). This increase by itself is within the normal variability and, although it may be a result of climate change, it cannot be used as definitive proof that recent human activities have caused a global warming. Between 1860 and 2000, however, the nine warmest years for the global temperature have occurred since 1980 (IPCC, 2001).
    With the projected global temperature increase, some scientists think that the global hydrological cycle will also intensify. GCMs indicate that global precipitation could increase 7–15%. Meanwhile, global evapotranspiration could increase 5–10% (OTA, 1993). Thus, the combined impacts of increased temperature, precipitation, and evapotranspiration will affect snowmelt, runoff, and soil moisture conditions. The models generally show that precipitation will increase at high latitudes and decrease at low and mid-latitudes. Therefore, in mid-continent regions, evapotranspiration will be greater than precipitation and there will exist the potential for more severe, longer-lasting droughts in these areas. In addition, the increased temperatures alone will cause the water in the oceans to expand, causing an estimated sea level rise of 20 cm (8 in) by 2030 (OTA, 1993).
    Water Resources and Climate Change

    Although we don’t know how climate change will affect regional water resources, it is clear that water resources are already stressed, independent of climate change, and any additional stress from climate change or increased variability will only intensify the competition for water resources. Current stresses on water resources around the globe include:

    • growing populations
    • increased competition for available water
    • poor water quality
    • environmental claims
    • uncertain reserved water rights
    • groundwater overdraft
    • outmoded institutions
    • aging urban water infrastructure

    In all likelihood, the direct impacts of climate change on water resources will be hidden beneath natural climate variability. With a warmer climate, droughts and floods could become more frequent, severe, and longer-lasting. The potential increase in these hazards is a great concern given the stresses being placed on water resources and the high costs resulting from recent hazards. The drought of the late 1980s showed what the impacts might be if climate change leads to a change in the frequency and intensity of droughts across the United States. From 1987 to 1989, losses from drought in the United States totaled $39 billion (OTA, 1993). More frequent extreme events such as droughts and floods could end up being more cause for concern than the long-term change in temperature and precipitation averages.
    The best advice to water resource managers regarding climate change is to start addressing current stresses on water supplies and build flexibility and robustness into any system. Flexibility helps to ensure a quick response to changing conditions, while robustness helps people prepare for and survive the worst conditions. With this approach to planning, water system managers will be better able to adapt to the impacts of climate change, whatever they may be, and will also be better equipped for the climate variability we have now.

    Details of Event:
    On Thursday, June 03, 2010, at about 5:00 a.m., WIN team investigators, assisted by the Tactical Negotiations Team (TNT), served two search warrants in Washington County. The primary location is 4533 SW Masters Loop in the community of Aloha. The second location is 747 N. 4th Avenue in the City of Cornelius. 

    Two people  illegal mexican scum were arrested at the Aloha location. 39-year-old Raul Magdaleno-Alcala was arrested for Distribution and Possession of Cocaine and Methamphetamine. He was also 

    charged with Criminal Possession of a Forged Instrument (Fake Social Security Card). 40-Year-old Maria Avina-Sierra was also arrested. She was charged with Criminal Possession of a Forged Instrument.

    One person was arrested at the Cornelius location. 45-year-old Ruben Bermejo-Bastarrachea was charged with Distribution of Methamphetamine.

    Overall, investigators seized two and half ounces of Methamphetamine and almost half of an ounce of Cocaine.

    They also seized $500 in cash and five forged social security cards.

    I am sure you have seen the 26-page Reid/Schumer/Menendez immigration proposal. It has been widely discussed in the media, and if not I’m happy to send it to you. Do you support this framework in its current form?

    Any policy that gives illegal aliens what they want – i.e., the right to work in the U.S. — is amnesty even though some call it “comprehensive immigration reform.” Will you commit to opposing and voting against the Reid/Schumer/Menendez framework if it comes to the Senate floor as a bill?

    Supporters of amnesty are citing certain “studies” that claim that legalizing illegal aliens will help the economy. This is ridiculous. How would it help the 15 million Americans desperate for a job if Congress lets eight million illegal aliens keep theirs?

    The DREAM Act is marketed as an amnesty for high school graduates on their way to college. But as written, the bill can apply to people up to age 35 who need not go to college. And once they have amnesty, these illegal “teens” can legalize their parents. Please do not support this massive amnesty. It will only worsen conditions for jobless Americans.

    The Immigration and Nationality Act defines Birthright Citizenship in the United States, but it’s also a clause in the 14th Amendment of the U.S. Constitution. However, the Supreme Court has never interpreted the Birthright Citizenship clause as it applies to illegal aliens – only legal immigrants.

    Reps. Robert Alderholt (R-Ala.), Jeb Hensarling (R-Texas), Wally Herger (R-Calif.), and Buck McKeon (R-Calif.) have cosponsored the Birthright Citizenship Act of 2011 introduced by Rep. Steve King (R-Iowa). The bill currently has 77 co-sponsors and amends current U.S. code to require at least one parent to be a U.S. citizen or legal permanent resident for a new born to receive automatic citizenship.

    The Fourteenth Amendment extends citizenship to all persons born in the U.S. and “subject to the jurisdiction”; it also grants Congress the power to enforce and define the provisions of the amendment.

    Since the Civil Rights Act of 1866, Congress has defined Birthright Citizenship through appropriate legislation, which for decades has granted citizenship to newborns with both parents illegal aliens, foreign tourists or temporary foreign workers and students. The Fourteenth Amendment gives Congress the right to define birthright citizenship differently.

    The Birthright Citizenship Act of 2011 would add to the existing federal code a provision that requires at least one parent of a new born to be a U.S. citizen or legal permanent resident in order for the new born to receive automatic citizenship.

    The United States is one of two industrialized nations (Canada) to offer Birthright Citizenship.

    L.A. County welfare to children of illegal immigrants grows

    Welfare payments to children of illegal immigrants in Los Angeles County increased in July to $52 million, prompting renewed calls from one county supervisor to rein in public benefits to such families.

    The payments, made to illegal immigrants for their U.S. citizen children, included $30 million in food stamps and $22 million from the CalWorks welfare program, according to county figures released Friday by Supervisor Michael D. Antonovich.

    DESPITE persistent calls for comprehensive immigration reform, the hot debate today is about an old issue: birthright citizenship.

    The citizenship clause of the 14th Amendment, adopted in 1868, provides that “all persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States…” This language has traditionally been interpreted to give automatic citizenship to anyone born on American soil, even to the children of illegal immigrants.

    Congress plans to hold hearings this fall on a constitutional amendment to change that language, something even moderate Republican senators like South Carolina’s Lindsey Graham support. With a new study showing that undocumented mothers account for a disproportionate number of births, even some Democrats might find it hard to stand opposed to altering the citizenship clause.

    A simple reform would drain some scalding steam from immigration arguments that may soon again be at a roiling boil. It would bring the interpretation of the 14th Amendment into conformity with what the authors of its text intended, and with common sense, thereby removing an incentive for illegal immigration.

    To end the practice of “birthright citizenship,” all that is required is to correct the misinterpretation of that amendment’s first sentence: “All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the state wherein they reside.” From these words has flowed the practice of conferring citizenship on children born here to illegal immigrants.

    In his July 15 column “Immigration debacle,” Tim Rutten uses Americans’ natural reluctance to deport illegal immigrant parents of U.S.-born children as a weapon to attack efforts at immigration enforcement. Nothing new there. In his dissent to the majority ruling in United States vs. Wong Kim Ark — the 1898 Supreme Court decision affirming that birth in the United States automatically confers citizenship — Chief Justice Melville Fuller foresaw how this “birthright” would hinder enforcement of immigration law:

    “[C]an the persons expelled be subjected to ‘cruel and unusual punishments’ in the process of expulsion, as would be the case if children born to them in this country were separated from them on their departure, because citizens of the United States?”

    Most U.S. Hispanic Kids Have Immigrant Parents

    A majority of Hispanic children are now U.S.-born children of immigrants, primarily Mexicans who came to this country in an immigration wave that began about 1980, according to a report released yesterday.

    The analysis of census data by the nonpartisan, Washington-based Pew Hispanic Center charts a substantial demographic shift among the nation’s 16 million Hispanic children, who constitute one of the fastest growing child populations in the United States and account for more than one of five U.S. children. As recently as 1980, nearly six of 10 Latino children were in the third generation or higher, meaning that their parents, and often their grandparents and great-grandparents, were native-born U.S. citizens. Only three of 10 were in the second generation — born in the United States to parents who immigrated.

The United States is the most populated nation to still offer Birthright Citizenship

    A bill to repeal Birthright Citizenship has been offered in the House of Representatives by former Georgia Congressman Nathan Deal. After Rep. Deal’s resignation to run for governor, the bill’s sponsorship was taken over by California Congressman Gary Miller.

    The Immigration and Nationality Act defines Birthright Citizenship in the United States, but it’s also a clause in the 14th Amendment of the U.S. Constitution. However, the Supreme Court has never interpreted the Birthright Citizenship clause as it applies to illegal aliens – only legal immigrants.

    Sen. John Boozman (R-Ark.) has co-sponsored Sen. David Vitter’s (R-La.) legislation that would amend federal law to require at least one parent of children born in the United States be a U.S. citizen or legal permanent resident. The Birthright Citizenship Act of 2011 (S.723) amends section 301 of the Immigration and Nationality Act and is similar to legislation offered by Rep. Steve King (R-Iowa) in the House.

    Sen. Boozman is serving his first term in the Senate, but was a leader in the House for five years. He has earned a career A grade.

    Sen. Vitter introduced S.723 with three original co-sponsors, including Sens. Mike Lee (R-Utah), Jerry Moran (R-Kan.), and Rand Paul (R-Ky.).

    According to a recent study from the Center for Immigration Studies, 200,000 children are born each year to non-immigrant visitors to the United States.

    The errors in National Public Radio’s coverage of the U.S. Supreme Court’s 5-3 decision to uphold Arizona’s E-Verify law were so blatant and verifiable that the segment would have made a good candidate for one of NPR’s famous April Fools Day reports. But the falsehoods that listeners heard in the “All Things Considered” segment are no joke. There has been no correction in the story online, which would indicate no one within the organization caught the errors.I don’t believe that “All Things Considered” intentionally lied to listeners. Supporters of unchecked illegal immigration spend millions of dollars every year on media mis-education campaigns. That’s their right. But that’s no excuse for professional reporters to fail to test the accuracy of their sources or to engage in inadvertent advocacy.Falsehood #1The first major error occurred before the host and legal affairs correspondent even got to the Supreme Court’s decision. NPR’s correspondent started things off by inaccurately describing a different Arizona bill (SB 1070) as requiring police to check the immigration status of anyone “they think on the street is illegally in the country.” That’s nonsense. Only after a “lawful stop, detention or arrest” does that law impose any obligation on the officer. This fundamental misunderstanding about SB 1070 from the legal affairs correspondent does not bode well for NPR’s coverage of that case should it reach the Supreme Court.Falsehood #2The correspondent briefly recovered long enough to describe the mandatory E-Verify component of Arizona’s employer sanctions law, but then inexplicably said, “Now, E-verify is a sort of a pilot computer-data-check system that Congress specifically made voluntary because about one out of five workers is erroneously reported as illegal because of mistaken name spellings, similar names, things like that.”  Wow. I still can’t believe no one at NPR caught this. First, Congress did not make E-Verify voluntary because of an error rate. E-Verify was originally made voluntary because it was a pilot program. It has remained mostly voluntary against the wishes of American voters because the cheap labor lobby had been incredibly successful at keeping it that way until several states stepped up to the plate. But this is a small mistake compared to the “one out of five” whopper.NPR’s correspondent’s approximation of an error rate for E-Verify isn’t even close to the truth. The percentage of authorized workers run through E-Verify who receive tentative non-confirmations is 0.3 percent (three-tenths of one percent), and has been for at least two and a half years. An independent research firm studied data from June to September of 2008 and the Deputy Press Secretary of U.S. Citizenship and Immigration Services summed up the findings like this: “Quite simply, the error rate is less than 0.3 percent.” Chief Justice Roberts referred to the correct statistic writing for the majority:

    Statistics from Fiscal Year 2010, however, indicate that of the 15,640,167 E-Verify cases submitted, 98.3% were automatically confirmed as work authorized, 0.3% were confirmed as work authorized after contesting and resolving an initial nonconfirmation—an avenue available to all workers—and 1.43% were not found work authorized.

    NPR did not have to read the Court’s decision to get their facts straight. All they had to do was go to the USCIS website, where the most recent statistics are presented in a colorful pie chart. I don’t know which source led NPR so astray, but somewhere, someone is getting high fives for pulling one over on the news team of “All Things Considered.”Falsehood #3The damage continued. The correspondent closed the segment with a fear-mongering hypothetical, courtesy of a representative of the Chamber of Commerce: “Sheriff Joe runs amok, starts raiding the small businesses in a mall. You’re down the street. You’re not going to hire someone with an accent or who looks Hispanic. And then if you don’t, then you get slammed on the other side by civil suits for discrimination.”This scare tactic didn’t convince the Court, which noted that the Chamber of Commerce presented a false choice for employers. In the real world, Arizona employers don’t have to fear sanctions if they just follow the law:

    Employers enjoy safe harbors from liability when they use the I–9 system and E-Verify—as Arizona law requires them to do. The most rational path for employers is to obey the law—both the law barring the employment of unauthorized aliens and the law prohibiting discrimination—and there is no reason to suppose that Arizona employers will choose not to do so.

    Reporters often talk about the heated rhetoric surrounding the immigration discussion. NPR and “All Things Considered” had an opportunity to throw some cold hard facts into the fire. Instead, they fanned the flames with falsehoods.

    Update: All Things Considered made a similar error just six months ago. They corrected themselves on December 14, 2010. In their correction, they explain that they got their faulty information from Supreme Court Justice Stephen Breyer. Breyer himself never recanted and referenced the same false opinion writing the minority opinion for the Court. Why “All Things Considered” reverted back to the statistic they themselves admitted was wrong is anyone’s guess.     Mexican Anchor Baby Carranza Lopez Drug Bust Salem Oregon Barrio Five Small Children HIspanic Family Values

    Citizen complaints of possible drug activity led to the service of a search warrant at a Salem residence. Two adults were arrested on narcotics charges and five children were taken into protective custody.

    The Salem Police Department Community Response Section received complaints from citizens of possible drug activity occurring at a residence where children were living. When detectives from the Salem Police Drug Activity Response Team (DART) responded to the residence on June 1st to investigate, they contacted 23-year old Christopher Carranza. Carranza was initially cooperative with detectives and allowed them into the residence. When the detectives smelled recently burned marijuana and asked Carranza about it, he became uncooperative and refused to allow detectives to search the residence. Present in the residence were five children ranging in age from 1 to 7.

    Based on their investigation, detectives were able to obtain a warrant to search Carranza’s residence at 536 Locust St NE in Salem. When Street Crimes and DART detectives served the search warrant, they located drug paraphernalia, digital scales, drug packaging materials, drug records and 36 individually wrapped plastic baggies containing marijuana packaged and prepared for sale.

    Three of the children were taken into protective custody and released to the custody of the Department of Human Services, and the other two children, who were the children of relatives and do not live there, were released to their parents.

    Detectives arrested Christopher Carranza and the other adult resident, 20-year old Gabriella Lopez and transported them to the Marion County Jail. Both Carranza and Lopez were charged with Delivery of a Controlled Substance, Delivery of a Controlled Substance Within 1000 Feet of a School and five counts of Endangering the Welfare of a Minor.

    The Salem Police Department has received over 175 citizen complaints of possible drug activity thus far in 2011, with many of them resulting in arrests and 39 children being taken into protective custody. Many of these investigations begin with citizens calling in suspicious circumstances and/or possible drug house complaints. The Salem Police Department encourages members of our community to continue to call the Drug Activity Hotline at 503-315-2566 to report such activity and make our community a safer place for everybody.

    Update: Name Released – Fatal Traffic Crash – Highway 26 west of Government Camp

    Oregon State Police (OSP) troopers are continuing the investigation into Monday night’s single vehicle fatal traffic crash that occurred on Highway 26 about one mile west of Government Camp. The crash resulted in the death of a Gresham man mexican national whose name is being released in this update.

    On May 30, 2011 at approximately 11:50 p.m. OSP, Clackamas County Sheriff’s Office, Hoodland Fire Department and ODOT personnel responded to a reported single vehicle traffic crash on Highway 26 near milepost 52. Upon arrival, emergency responders found an adult male lying near the road deceased.

    Preliminary investigation indicates a 1989 Nissan pickup driven by VICTOR GONZALEZ, age 33, from Gresham, was westbound on Highway 26 near milepost 52 when it failed to negotiate a curve and struck a guardrail. GONZALEZ, who was not using safety restraints and was ejected from the pickup, was prounced deceased at the scene. He was driving with a suspended license.

    The eastbound lanes were closed about four hours during the investigation.

    Illegal immigrants in Northern Virginia knew where to go if they needed a high-quality fake green card or Social Security card: They found Eulalio A. Cruz.

    From his Manassas home, Cruz, 33, sent cellphone photos of customers to his computer. He’d add addresses and birth dates, used the right kind of ink, and printed the fakes on card stock with holographic images. Sets of documents went for $120 a pop. He’d use a series of runners to make the exchanges.

    Federal immigration officials say that Cruz, who this week pleaded guilty to racketeering in federal court in Richmond, was a key player in one of the largest and most sophisticated document mills they have uncovered. His Manassas operation was part of 19 that ran in 11 states, stretching from Nashville to Providence, R.I., officials said. Each year, the ring produced between 10,000 and 15,000 fake documents. They wired at least $1 million to the bosses in Mexico.

    As the federal and state governments continue to crack down on illegal immigration, such document mills are becoming a growing obstacle. Immigrants, seeking to skirt local and national laws, need the documents to work and drive. Cruz’s ring turned to violence, prosecutors said, to protect its turf from rivals, just as drug dealers have done for decades.

    Authorities say the ring Cruz worked for was unique. Far more sophisticated and productive than most of the mom and pop shops selling fake documents, it operated under a strict chain of command, covered a large geographic area and produced realistic counterfeits.

    “It was very much like a legitimate business,” said James C. Spero, deputy assistant director for the Homeland Security Investigations division of U.S. Immigration and Customs Enforcement. “If you worked hard, you could work your way up higher in the organization.”

    Cruz, prosecutors say, reported directly to the “national supervisor” on the U.S. side of the operation: Israel Cruz Millan, who was known by his Spanish nickname “El Muerto,” which means “the dead one.” Millan is awaiting trial.

    Based in North Carolina, Millan was part chief operating officer, part enforcer, authorities say. He held regular conference calls and insisted that cell managers submit detailed inventory lists of their ink cartridges, paper and other supplies, prosecutors allege. Managers provided biweekly sales reports. One note from Nashville showed $4,150 in proceeds and $1,684 in expenses.

    Each cell’s success depended heavily on runners who sought out customers at grocery stores, laundromats and bars, authorities said. Sometimes they even passed out business cards advertising their services.

    Proceeds were divided up. Runners, who were expected to deliver seven to 10 customers a week, typically got a few hundred dollars, attorneys involved in the case said. Managers got a fixed salary of between $300 and $400 a week. Millan took a cut, and the rest of the money went to Mexico.

    The cells used code names to hide their activity. Social Security cards, printed in blue ink, were known as “smurfs,” authorities said. “New ones” meant a customer wanted a green card. They called the business cards “18s,” because that’s how many fit on a sheet.

    Workers who didn’t follow the boss’s strict protocol or didn’t sell enough fake documents were punished, federal officials said. They were spanked, had their eyebrows shaved or were forced to wear weights.

    Stealing from the organization was the “ultimate no-no,” one prosecutor said.

    In October, Millan hosted a conference call with managers from across the country, according to court papers. He told them that one worker had pocketed the proceeds from selling fake Social Security cards. Millan beat the man so the group could hear his screams, authorities said.

    “The point was to say, ‘I’m in charge. Nobody steals from me and this organization, or this is what will happen to you,’ ” said Neil H. MacBride, U.S. attorney for the Eastern District of Virginia, whose office is prosecuting the case.

    The group also turned to violence to protect its turf.

    In 2009, members of the ring posed as customers buying fake identification cards from competitors and arranged to meet them at a house in Richmond, according to court papers. They bound the men’s hands, feet and mouth with duct tape and beat them with a bat, authorities say. One of Millan’s crew put the barrel of a gun in one man’s mouth and warned him to stay out of their selling area.

    In Little Rock, authorities said, a competitor was left for dead after a group working for Millan lured the man and one of his partners to an abandoned trailer, where they were attacked and beaten.

    “They resorted to brutal, ruthless violence to support the criminal enterprise,” MacBride said.

    Federal agents said they received a tip about Millan’s document ring and moved in in November in an effort involving about 250 officers in nearly a dozen states.

    In all, 27 people were arrested on a range of charges including making and selling false documents, gun possession, racketeering, kidnapping, and, in one case, murder. Sixteen people, including Cruz, pleaded guilty in connection with the ring. Two defendants are fugitives in Mexico.

    Millan is expected to go on trial later this year.

    In Cruz’s Manassas home, authorities found more than 100 fraudulent documents as well as printing equipment, card stock with holographic images and “18s.”
